How to Convert Your Student Permesso di Soggiorno into a Work Permit in Italy (2026 Guide)
If you came to Italy on a student visa and want to stay on to work, you do not have to go home and apply for a new visa from abroad. Italian law lets you convert your permesso di soggiorno per studio into a permit for work, as long as you apply while your current permit is still valid and you meet a few conditions.
The catch is that the conversion is one of the most demanding procedures in Italian immigration. It involves three parties, two public offices and a home inspection. This guide covers who qualifies, what each party has to prepare, how long it takes and the three ways you can handle it. Who can convert a study permit into a work permit
Until 2023 the conversion depended on the annual quotas of the Decreto Flussi: you could only apply if places were still available. The 2023 reform (the so-called Decreto Cutro) removed that limit. Today you can apply at any time of the year, provided that:
Your study permit is still valid. Unlike renewal, which allows a 30-day window after expiration, conversion must be done while the permit is still valid. If the permit has expired, unfortunately your application will not be accepted. Start early.
You are enrolled in a university course (bachelor, master or PhD). In this case you can apply even before you graduate. If your permit was issued for a vocational course, a language course or an internship, you can only convert after the course has ended or is about to finish.
You have a real job offer. For an employee contract, the offer must be at least 20 hours per week (the ceiling you are allowed to work as a student) and at least 6-months long. Part-time contracts below that threshold do not qualify.
You have suitable housing. Your home must be certified as adequate by the local Comune. More on this below, because it is the part that surprises most applicants.
If you plan to work as a freelancer or open a business, the conversion into a permit for lavoro autonomo follows a different track, with its own income, registration requirements and very different timeline. This article focuses on the employee route, which is the most common case for graduates.
Three parties, not one
A renewal is something you do on your own. A conversion is not. The application only moves forward when three people deliver their part:
You, the applicant – personal documents, permit, degree, rental contract.
Your employer – company documents, tax and social security position, and the job proposal that will become your contratto di soggiorno.
Your landlord – cadastral documents for the flat, which are needed to obtain the housing certificate (idoneità alloggiativa).
Most delays happen here. The employer's HR does not know what a DURC is, the landlord lives in another city, the floor plan on file at the Agenzia delle Entrate does not match the flat. None of these problems is yours to solve, but all of them slow down your application.
Documents you will need
Sportello Unico may ask for additional documents once it reviews your file. This is what a complete application generally includes:

Current permesso di soggiorno per studio
Copy of your passport
Copy of your study visa and of the entry stamp
Degree or study certificate obtained in Italy
Codice fiscale
Rental contract and the receipt of its registration
From your employer
DURC (certificate of regular social security contributions)
VAT return of the previous year
Copy of the ID and codice fiscale of the legal representative
Company data: registration at the Chamber of Commerce, INPS and INAIL positions, ATECO code, number of employees
The job proposal: contract type, national collective agreement (CCNL), level, duties and weekly hours
From your landlord
Updated cadastral survey (visura catastale) of the flat
Registered floor plan (planimetria)
Signed copy of the owner's ID
Details of the deed of purchase (notary, date, registration number)
The idoneità alloggiativa
The housing certificate is issued by the Comune and confirms that your flat meets the minimum standards of size and hygiene for the number of people living in it. To get it, an architect authorised by the Comune inspects the flat and compares it with the floor plan on file.
This is the slowest and least predictable part of the procedure. Waiting times differ from one Comune to another, and any mismatch between the flat and its official plan has to be fixed before the certificate is issued. If you share a flat with other people, the size requirements apply to everyone registered there. Ask for the certificate as soon as you know you want to convert, not when the rest of the file is ready.
The procedure, step by step
Check eligibility and timing. Confirm that your permit is valid for long enough, that your course type allows the conversion and that the job offer meets the hours requirement.
Collect the documents from all three parties. Run the three tracks in parallel. The employer's documents and the housing certificate usually take the longest.
Apply for idoneità alloggiativa. Contact a licensed architect from Comune, wait for the inspection, collect data from the landlord, apply for the housing suitability certificate online, obtain a receipt stating that you have applied for it (the original will take up to 90 days to receive). For the conversion application the receipt is enough.
Submit the conversion application online. The conversion request is filed through the Ministry of the Interior portal and lands at the Sportello Unico per l'Immigrazione of your province. Access to the portal requires SPID (your italian digital identity).
Nulla osta and contratto di soggiorno. The Sportello Unico reviews the application, may ask for additional documents, makes the decision about the conversions and if positive, issues the authorisation (nulla osta). You and your employer then sign the contratto di soggiorno.
Appointment at Prefettura. Shortly after the issuance of nulla osta, Sportello Unico per l’Immigrazione communicates the date and time of your appointment at Prefettura. You will need to present the same package of documents plus the newly signed contratto di soggiorno. From this day and on you can work in Italy full time.
Kit at the post office and Questura. Last step - apply for your new permit to stay for lavoro subordinato at Sportello Amico post office, including contratto di soggiorno. After that go through a normal cycle: Questura for fingerprints in a few months, waiting for a few more months and picking up the card.
How long it takes
In normal conditions, count on at least two to three months from the moment you start collecting documents to the day you can apply for conversion. After that normally, 2-3 weeks to receive nulla osta and your appointment at Prefettura. After that count 6-12 months (depending on your local Questura) in total to receive the new permit on your hands. But the good news is that you can work full time in Italy from the day your contratto di soggiorno is signed.
Because the application must be filed while your permit is valid, the practical rule is simple: if your permit expires in less than four months and you have a job offer, start now.
Three ways to handle the conversion
1. On your own
It costs almost nothing, but it asks a lot of you. You need SPID, which in turn requires Italian residency and an Italian identity document – a permesso di soggiorno alone is not enough. You need a good level of Italian to read the forms and the requests from the Sportello Unico, and you need to coordinate your employer and your landlord yourself. Some people manage it. Many others lose weeks and and as a result lose the chance to apply before their current permesso expires.
2. With an immigration lawyer
A lawyer will check your documents, advise you on the procedure and file the application on your behalf. In most cases, though, collecting the documents and filling in the forms stays with you and your employer. It is the right choice for complex situations, for example your previous permit delay or conversion refusal.
3. With a licensed agency
An agency like Direction Italy Bureau takes on the whole file: it advises you, collects your documents, coordinates the landlord for the housing certificate, collects the company documents from your employer, files the application on the Ministry portal and follows the case until the conversion is concluded.

Yes, if you are enrolled in a university course (bachelor, master, PhD) and you have a job offer that meets the requirements. Students on vocational, language or internship permits have to wait until the course ends.
I graduated but I do not have a job yet. What are my options?
If you obtained your degree in Italy, you can ask for a permesso di soggiorno per attesa occupazione, a temporary permit, valid for 9 to 12 months, that lets you stay and look for work. Once you find a job, you convert that permit into a work permit. We will cover this option in a separate article.
Do I need SPID?
Only if you file the application yourself. If a lawyer or an agency files it for you, they use their own access to the portal.
Can I change employer after the conversion?
Yes. Once you hold a permit for lavoro subordinato you can change jobs like any other worker. The conversion is tied to the first contract, not to the company for the whole duration of the permit.
